MINISTRY NOTIFICATION AND LEGAL COMPLIANCE PROCESSES

Under the Cosmetics Law No. 5324, it is mandatory to notify the Ministry of Health before cosmetic products are placed on the market. Additionally, any changes in the product or manufacturer must also be reported.

According to the Cosmetic Regulation, original packaging visuals and Turkish label samples of products to be marketed must be submitted to the relevant authorities via the official electronic systems.

Notification Process via Product Tracking System (ÜTS)

• All notification procedures are carried out through the Product Tracking System (ÜTS).

• Company registration and Responsible Technical Person (RTP) registration must be completed.

• After registration, an electronic application is submitted for the cosmetic product notification.

Definition and Responsibilities of the Manufacturer

According to Cosmetics Law No. 5324, a manufacturer is a person or company that produces, manufactures, packages, or presents themselves as the manufacturer by placing their name or trademark on a cosmetic product. If the manufacturer is located outside Turkey, their authorized representative or importer is also considered the manufacturer.

The legal responsibilities of the manufacturer include:
